About the Assignment
CWIDI is seeking an independent consultant or evaluation team to conduct an endline evaluation of a project focused on improving legal empowerment, economic self-sufficiency, access to SRHR and justice services, and strengthening GBV prevention and response for Female Sex Workers (FSWs) in Benue State.
Evaluation Focus
The evaluation will:
- Assess achievement of project outcomes among FSWs
- Examine changes in legal knowledge, advocacy capacity, livelihoods, and access to SRHR/justice services
- Explore institutional and community-level changes in GBV prevention and response
- Identify lessons learned, good practices, and sustainability pathways
Methodology
Mixed-methods approach including:
- Endline survey with FSW beneficiaries
- Focus Group Discussions (FGDs)
- Key Informant Interviews (KIIs)
- Desk review of project documents
Who Should Apply
- Evaluation consultants or firms with strong mixed-methods experience
- At least 7 years’ experience in evaluations
- Background in GBV, SRHR, human rights, or gender programming
- Experience working with key or marginalized populations is an advantage
- Strong analytical and report-writing skills

- Detailed workplan and timeline for the evaluation
- Detailed budget/financial proposal (clearly itemized)
- One sample of a similar evaluation report conducted within the last 3–5 years
- one (1) professional reference letters attesting to the applicant’s experience in conducting evaluations or similar assignments
- Duration: One (1) month from contract signing, covering inception, data collection, analysis, reporting, and validation.
